Disagree. There was never a consensus about a closing panel being necessary, and the RSN thread doesn't have to be closed first (it's just forum shopping). This RFC shouldn't be NAC'd but otherwise it's a normal RFC like any other, and should be closed like any other. Levivich dubious – discuss 14:16, 9 April 2020 (UTC)
