I thought I should take a look at the FDC proposals. I'll try to read them all completely, then offer some thoughts, but I have an initial question.
Do you know if anyone have pulled all the numbers in the proposals into a spreadsheet? I'm trying to look at some metrics so starting to create my own. It won't be that hard, but if someone has already doe it, I could save some time.-- SPhilbrick (Talk) 18:45, 17 October 2013 (UTC)
I did two crude analyses.
I haven’t yet used these to ask any questions on the specific proposals for two reasons:
My first analysis was to look at the funding request as a ratio to the number of members. The obvious potential flaw is that membership counts may not be comparable. I don’t know enough about the respective chapters’ membership criteria, but hypothetically, if one chapter required non-trivial, while another signed up anyone who asked, the counts would not be on the same basis. I don’t know whether there is anyone who can adjust for this, but I’ll present my observations. My goal isn’t to identify a metric that can be used to reduce or increase funding amounts. Instead, I hope this can be used to identify some questions worth asking.

In the FDC/Member chart, Israel sticks out. The amount per member is more than 3 times the next highest amount. Is there some reason to think that Israel has an artificially low number of members? The average funding request (in USD) is 705. That might be artificially low due to the high membership of Deutschland, but the median funding request is 2131. What about the planned programs of Israel justices a funding level five times the median funding request?
The extreme of Israel shouldn’t hide the questions for WMUK and Argentina, both with requests well above the averages and median. I know WMUK has a great track record for projects, but they also have a better opportunity for outside funding than many other chapters. Argentina is in a different situation, but the third highest funding request (as a ratio to members) deserves some questions. The other metric I looked at was ratio of FDC request to total budget. Leverage is something all chapters should be seriously pursuing. In fact, one can argue that Wikimedia is built on leverage, persuading literally millions of people to donate free time to build an encyclopedia and other deliverables, while requiring an amazing model amount of cash for certain activities. That concept should carry down to the chapters, who should ask for some amount of funding from the FDC, but expected to leverage that funding in several ways:
I don’t know that the FDC has the stomach or the option for concepts such as challenge grants, as used by public broadcasting funding pleas. I understand the planning challenges created, however, in some cases, the chapter is looking to the FDC for almost all funding. Six of the chapters are looking to the FDC for more than 80% of their total funding with two above 99%. While Serbia explained the cultural challenges leading to this ratio, it seems difficult to imagine that several chapters are saying they are unable to raise one tenth their desired funds on their own. I don’t wish to use this crude metric as a club, that is, I wouldn’t propose a rule that says the funding cannot exceed x% of the total, but I think it would be worth serious discussions with the chapters about alternative funding options.-- SPhilbrick (Talk) 18:10, 19 October 2013 (UTC)

I recently came across an article in Business Insider, which claims that you said "getting paid to write a Wikipedia article is a violation of Wikipedia’s terms." I thought, hey that's weird, actually about 10-15 percent of our GA company articles I wrote personally for pay and I find that the community is equally supportive of my paid and volunteer contributions. And with the Wiki-PR bit it was mis-representing their affiliation (also against FTC astroturfing laws) that violate Wikipedia's terms of service; not the financial connection itself but lying about it.

Hello there,
I am pleased to say that April will be a very exciting month for Wikipedia in Washington, DC. We have a lot of different events coming up, so you will have a lot to choose from.
First, a reminder that our second annual Women in the Arts Edit-a-Thon will take place on Sunday, March 30 at the National Museum of Women in the Arts.
Coming up in April, we have our first-ever Open Government WikiHack with the Sunlight Foundation on April 5–6! We are working together to use open government data to improve the Wikimedia projects, and we would love your help. All are welcome, regardless of coding or editing experience. We will also be having a happy hour the day before, with refreshments courtesy of the Sunlight Foundation.
On Friday, April 11 we are having our first edit-a-thon ever with the Library of Congress. The Africa Collection Edit-a-Thon will focus on the Library's African and Middle East Reading Room. It'll be early in the morning, but it's especially worth it if you're interested in improving Wikipedia's coverage of African topics.
The following day, we are having our second annual Wiki Loves Capitol Hill training. We will discuss policy issues relevant to Wikimedia and plan for our day of outreach to Congressional staffers that will take place during the following week.
There are other meetups in the works, so be sure to check our meetup page with the latest. I hope to see you at some of these events!

The article you deleted (and replaced with a redirect) had been on Wikipedia for five years. I disagree with your decision to unilaterally wipe it out without an RfD vote. Sayre is notable by virtue of his co-authorship of the Atom standard, an important and widely adopted technical standard in the syndication community, and none of the personal information in the article was controversial. As someone who wants to see better encyclopedia entries for the authors of popular Internet standards on Wikipedia, I don't see why Sayre's entry should have been wiped out in its entirety instead of improved. Also, you said on my Talk page that we need to be cautious about not invading the subject's privacy with things that are private information. I agree with this, but there was nothing in the entry of that nature. Looking at caches from other sites, I see one thing about a personal health battle overcome in childhood, but I think that was cited from Sayre's own writings from his blog on Mozilla. Sydney, I somehow ended up working on cervix, which is good as there is a bit of a vibrant collaboration happening. It only has rudimentary information on cervical screening. At this point, the article's hopeless, but I'm curious about the subject now. Can you give me a link to one of those many sources that talks about how a person develops epilepsy? A lay source is just fine, since that's what most of our readers will be looking at and therefore that's what our readers' expectations will be formed by. I haven't been able to find one. I can find plenty of sources that use the word "unknown" to describe the mechanism of epilepsy, and I find plenty of sources that talk about the well-understood mechanism of having a seizure. However, I find zero that identify a mechanism of getting epilepsy.
To be clear, I'm looking for a mechanism that can go in a section on the mechanism of epilepsy itself, not a section on the mechanism of having a seizure. (Act now, or someone will revert those links.) WhatamIdoing ( talk) 15:49, 17 October 2014 (UTC)

I've removed BullRangifer's reinsertion of the problematic material, but I've looked into the problematic section you removed. The "Consequences of epidemics" section directly connects Sears to the patient, but goes much farther by implying that Sears is responsible for the "epidemic" (since when is less than dozen people an epidemic anyways?). Aside from using Huffington Post comments - Sear's clearly gave context, the doctor is not liable for patient's parents who refuse. WebMd even has Sears suggesting the vaccine in the normal schedule and but advising to getting the first dose before the child enters daycare or school. CDC has some context on the timeline. All the background essentially points blame at Sears for it because the parents apparently did not want to get their child vaccinated (info is lacking here), but has no problem pointing it at Sears who is not even the sole pediatrician who cared for the child. This editor refers to me warning a user named Cwobeel for edits which included restoring "He is of racist persuation and wanted to have the police officer not prosecuted at all, so he deliberately presented a false witness to the Grand Jury (witness #40) whom he knew in advance was not there and was lying. This carries a mandatory disbarment as per the Missouri bar. McCullough is proud of his lies and openly incriminated himself by admitting this."

I have been wondering if you were still a WiR at Cochrane. Is that still the case ?
I was reading the applications forms we received as part of the Wiki Loves Women projects. We opened 4 positions for African editors or user groups to join for this liberation project. We got propositions from people and groups who are already rather active wikipedians, though not necessarily oldbies. Unless wrong, none of them have experience of what it is to be a WiR (and I take it that it encompasses pretty different roles depending on countries and organizations). In our case, the WiR will not be insiders in ONE organizations, but are largely tasked to start by identifying content partners. Then identify content that could be shared on wikimedia projects. And their role include probably way more training and outreach in the general public than most WiR in developped countries with good user base do. But still... I am not quite sure they really grasp what a liberation project is and what a WiR is. Would you be willing to help us coach them ? Maybe that would involve having a good chat with them on Skype, a couple of emails, pointing them to some resources. It is quite open. What I mostly would like to do is to make them feel what it could be, by sharing experience with other WiR. What do you think ? Anthere ( talk) 08:10, 3 March 2016 (UTC)

User:Dr. Blofeld has created Wikipedia:WikiProject Africa/Contests. The idea is to run a series of contests/editathons focusing on each region of Africa. Hello FloNight, My name is Stephanie Barker and I am a student at the University of Colorado Boulder. I am currently enrolled in a Digital Anthropology class, which attempts to answer how the digital world affects culture and how culture affects the digital world. For my final project I am doing an ethnography on women Wikipedia users and as a member of the WikiProject Women page I was hoping I could ask you some questions about your experiences editing Wikipedia pages. 1. Have you ever been locked into an intense editing war? If yes, please explain the situation to me. 2. How did you become interested in editing Wikipedia pages and did you have any initial fears/hesitations when you started editing pages? 3. An editor reduced a BLP down to a stub, deleting what he or she considered "coatrack" and trivial details, and it is clear from the resulting discussion on the talk page that different editors have very different ideas of what should be included in a BLP. Would you be willing to skate over there, take a look at the discussion (which isn't as yet overly long) and give your opinion on what sort of details WikiProject Biography prefers included and/or excluded from BLPs? Hello,
I want to move a section of the Rape shield article to another article. This Wikipedia article is incorrect as it suggest rape shield laws include publication bans. In fact, the Publication bans article deals with prohibitions on the disclosure of a victim's identity.
Rape shield laws are: "statutes which restrict or prohibit the use of evidence respecting the chastity of the victim or other sexual offence" - Black's Law Dictionary

Hello, FloNight. This message is intended to notify administrators of important changes to the protection policy.
Extended confirmed protection (also known as "30/500 protection") is a new level of page protection that only allows edits from accounts at least 30 days old and with 500 edits. The automatically assigned "extended confirmed" user right was created for this purpose. The protection level was created following this community discussion with the primary intention of enforcing various arbitration remedies that prohibited editors under the "30 days/500 edits" threshold to edit certain topic areas.
In July and August 2016, a request for comment established consensus for community use of the new protection level. Administrators are authorized to apply extended confirmed protection to combat any form of disruption (e.g. vandalism, sock puppetry, edit warring, etc.) on any topic, subject to the following conditions:

A new user group, New Page Reviewer, has been created in a move to greatly improve the standard of new page patrolling. The user right can be granted by any admin at PERM. It is highly recommended that admins look beyond the simple numerical threshold and satisfy themselves that the candidates have the required skills of communication and an advanced knowledge of notability and deletion. Admins are automatically included in this user right.
It is anticipated that this user right will significantly reduce the work load of admins who patrol the performance of the patrollers. However,due to the complexity of the rollout, some rights may have been accorded that may later need to be withdrawn, so some help will still be needed to some extent when discovering wrongly applied deletion tags or inappropriate pages that escape the attention of less experienced reviewers, and above all, hasty and bitey tagging for maintenance. User warnings are available here but very often a friendly custom message works best.

Voting in the 2016 Arbitration Committee elections is open from Monday, 00:00, 21 November through Sunday, 23:59, 4 December to all unblocked users who have registered an account before Wednesday, 00:00, 28 October 2016 and have made at least 150 mainspace edits before Sunday, 00:00, 1 November 2016.
The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

I thought I should take a look at the FDC proposals. I'll try to read them all completely, then offer some thoughts, but I have an initial question.
Do you know if anyone have pulled all the numbers in the proposals into a spreadsheet? I'm trying to look at some metrics so starting to create my own. It won't be that hard, but if someone has already doe it, I could save some time.-- SPhilbrick (Talk) 18:45, 17 October 2013 (UTC)
I did two crude analyses.
I haven’t yet used these to ask any questions on the specific proposals for two reasons:
My first analysis was to look at the funding request as a ratio to the number of members. The obvious potential flaw is that membership counts may not be comparable. I don’t know enough about the respective chapters’ membership criteria, but hypothetically, if one chapter required non-trivial, while another signed up anyone who asked, the counts would not be on the same basis. I don’t know whether there is anyone who can adjust for this, but I’ll present my observations. My goal isn’t to identify a metric that can be used to reduce or increase funding amounts. Instead, I hope this can be used to identify some questions worth asking.

In the FDC/Member chart, Israel sticks out. The amount per member is more than 3 times the next highest amount. Is there some reason to think that Israel has an artificially low number of members? The average funding request (in USD) is 705. That might be artificially low due to the high membership of Deutschland, but the median funding request is 2131. What about the planned programs of Israel justices a funding level five times the median funding request?
The extreme of Israel shouldn’t hide the questions for WMUK and Argentina, both with requests well above the averages and median. I know WMUK has a great track record for projects, but they also have a better opportunity for outside funding than many other chapters. Argentina is in a different situation, but the third highest funding request (as a ratio to members) deserves some questions. The other metric I looked at was ratio of FDC request to total budget. Leverage is something all chapters should be seriously pursuing. In fact, one can argue that Wikimedia is built on leverage, persuading literally millions of people to donate free time to build an encyclopedia and other deliverables, while requiring an amazing model amount of cash for certain activities. That concept should carry down to the chapters, who should ask for some amount of funding from the FDC, but expected to leverage that funding in several ways:
I don’t know that the FDC has the stomach or the option for concepts such as challenge grants, as used by public broadcasting funding pleas. I understand the planning challenges created, however, in some cases, the chapter is looking to the FDC for almost all funding. Six of the chapters are looking to the FDC for more than 80% of their total funding with two above 99%. While Serbia explained the cultural challenges leading to this ratio, it seems difficult to imagine that several chapters are saying they are unable to raise one tenth their desired funds on their own. I don’t wish to use this crude metric as a club, that is, I wouldn’t propose a rule that says the funding cannot exceed x% of the total, but I think it would be worth serious discussions with the chapters about alternative funding options.-- SPhilbrick (Talk) 18:10, 19 October 2013 (UTC)

I recently came across an article in Business Insider, which claims that you said "getting paid to write a Wikipedia article is a violation of Wikipedia’s terms." I thought, hey that's weird, actually about 10-15 percent of our GA company articles I wrote personally for pay and I find that the community is equally supportive of my paid and volunteer contributions. And with the Wiki-PR bit it was mis-representing their affiliation (also against FTC astroturfing laws) that violate Wikipedia's terms of service; not the financial connection itself but lying about it.
I don't mean to come off as a snarky, smart-ass - I guess I just couldn't help myself but jump at it and go "well, that's not quite right." CorporateM ( Talk) 14:38, 4 January 2014 (UTC)

I am pleased to say that April will be a very exciting month for Wikipedia in Washington, DC. We have a lot of different events coming up, so you will have a lot to choose from.
First, a reminder that our second annual Women in the Arts Edit-a-Thon will take place on Sunday, March 30 at the National Museum of Women in the Arts.
Coming up in April, we have our first-ever Open Government WikiHack with the Sunlight Foundation on April 5–6! We are working together to use open government data to improve the Wikimedia projects, and we would love your help. All are welcome, regardless of coding or editing experience. We will also be having a happy hour the day before, with refreshments courtesy of the Sunlight Foundation.
On Friday, April 11 we are having our first edit-a-thon ever with the Library of Congress. The Africa Collection Edit-a-Thon will focus on the Library's African and Middle East Reading Room. It'll be early in the morning, but it's especially worth it if you're interested in improving Wikipedia's coverage of African topics.
The following day, we are having our second annual Wiki Loves Capitol Hill training. We will discuss policy issues relevant to Wikimedia and plan for our day of outreach to Congressional staffers that will take place during the following week.
There are other meetups in the works, so be sure to check our meetup page with the latest. I hope to see you at some of these events!

The article you deleted (and replaced with a redirect) had been on Wikipedia for five years. I disagree with your decision to unilaterally wipe it out without an RfD vote. Sayre is notable by virtue of his co-authorship of the Atom standard, an important and widely adopted technical standard in the syndication community, and none of the personal information in the article was controversial. As someone who wants to see better encyclopedia entries for the authors of popular Internet standards on Wikipedia, I don't see why Sayre's entry should have been wiped out in its entirety instead of improved. Also, you said on my Talk page that we need to be cautious about not invading the subject's privacy with things that are private information. I agree with this, but there was nothing in the entry of that nature. Looking at caches from other sites, I see one thing about a personal health battle overcome in childhood, but I think that was cited from Sayre's own writings from his blog on Mozilla. At this point, the article's hopeless, but I'm curious about the subject now. Can you give me a link to one of those many sources that talks about how a person develops epilepsy? A lay source is just fine, since that's what most of our readers will be looking at and therefore that's what our readers' expectations will be formed by. I haven't been able to find one. I can find plenty of sources that use the word "unknown" to describe the mechanism of epilepsy, and I find plenty of sources that talk about the well-understood mechanism of having a seizure. However, I find zero that identify a mechanism of getting epilepsy.
To be clear, I'm looking for a mechanism that can go in a section on the mechanism of epilepsy itself, not a section on the mechanism of having a seizure. (Act now, or someone will revert those links.) WhatamIdoing ( talk) 15:49, 17 October 2014 (UTC)

I've removed BullRangifer's reinsertion of the problematic material, but I've looked into the problematic section you removed. The "Consequences of epidemics" section directly connects Sears to the patient, but goes much farther by implying that Sears is responsible for the "epidemic" (since when is less than dozen people an epidemic anyways?). Aside from using Huffington Post comments - Sear's clearly gave context, the doctor is not liable for patient's parents who refuse. WebMd even has Sears suggesting the vaccine in the normal schedule and but advising to getting the first dose before the child enters daycare or school. CDC has some context on the timeline. All the background essentially points blame at Sears for it because the parents apparently did not want to get their child vaccinated (info is lacking here), but has no problem pointing it at Sears who is not even the sole pediatrician who cared for the child. Openness, honesty, and credibility are valued here, and it shouldn't be necessary to dig through your contribution history to find what's really happening on this page. When you finally delete it, it should be easy to find in your archives. I know there are devious editors who don't maintain faithful archives, and I hope you're not one of them.is unacceptable following the editors conduct on that page and others as you just highlighted. FloNight - I am being stalked and repeatedly harassed by NeilN. This editor refers to me warning a user named Cwobeel for edits which included restoring "He is of racist persuation and wanted to have the police officer not prosecuted at all, so he deliberately presented a false witness to the Grand Jury (witness #40) whom he knew in advance was not there and was lying. This carries a mandatory disbarment as per the Missouri bar. McCullough is proud of his lies and openly incriminated himself by admitting this."

Hi Sydney (and talk page stalkers). I've been writing an article with Staceydolxx on Angela Hartley Brodie, but seem to have got a little out of my depth. I'm not knowledgeable on medical topics or medical research, and am a little concerned that I might misrepresent her work. I don't suppose that you might be able to have a look over User:Worm That Turned/Angela Hartley Brodie at some point, feel free to make any edits you like, especially to the works section. I'm not precious at all. I have been wondering if you were still a WiR at Cochrane. Is that still the case ?
I was reading the applications forms we received as part of the Wiki Loves Women projects. We opened 4 positions for African editors or user groups to join for this liberation project. We got propositions from people and groups who are already rather active wikipedians, though not necessarily oldbies. Unless wrong, none of them have experience of what it is to be a WiR (and I take it that it encompasses pretty different roles depending on countries and organizations). In our case, the WiR will not be insiders in ONE organizations, but are largely tasked to start by identifying content partners. Then identify content that could be shared on wikimedia projects. And their role include probably way more training and outreach in the general public than most WiR in developped countries with good user base do. But still... I am not quite sure they really grasp what a liberation project is and what a WiR is. Would you be willing to help us coach them ? Maybe that would involve having a good chat with them on Skype, a couple of emails, pointing them to some resources. It is quite open. What I mostly would like to do is to make them feel what it could be, by sharing experience with other WiR. What do you think ? Anthere ( talk) 08:10, 3 March 2016 (UTC)

Hello FloNight, My name is Stephanie Barker and I am a student at the University of Colorado Boulder. I am currently enrolled in a Digital Anthropology class, which attempts to answer how the digital world affects culture and how culture affects the digital world. For my final project I am doing an ethnography on women Wikipedia users and as a member of the WikiProject Women page I was hoping I could ask you some questions about your experiences editing Wikipedia pages. 1. An editor reduced a BLP down to a stub, deleting what he or she considered "coatrack" and trivial details, and it is clear from the resulting discussion on the talk page that different editors have very different ideas of what should be included in a BLP. I want to move a section of the Rape shield article to another article. This Wikipedia article is incorrect as it suggest rape shield laws include publication bans. In fact, the Publication bans article deals with prohibitions on the disclosure of a victim's identity.
Rape shield laws are: "statutes which restrict or prohibit the use of evidence respecting the chastity of the victim or other sexual offence" - Black's Law Dictionary

Extended confirmed protection (also known as "30/500 protection") is a new level of page protection that only allows edits from accounts at least 30 days old and with 500 edits. The automatically assigned "extended confirmed" user right was created for this purpose. The protection level was created following this community discussion with the primary intention of enforcing various arbitration remedies that prohibited editors under the "30 days/500 edits" threshold to edit certain topic areas.
In July and August 2016, a request for comment established consensus for community use of the new protection level. Administrators are authorized to apply extended confirmed protection to combat any form of disruption (e.g. vandalism, sock puppetry, edit warring, etc.) on any topic, subject to the following conditions:

A new user group, New Page Reviewer, has been created in a move to greatly improve the standard of new page patrolling. The user right can be granted by any admin at PERM. It is highly recommended that admins look beyond the simple numerical threshold and satisfy themselves that the candidates have the required skills of communication and an advanced knowledge of notability and deletion. Admins are automatically included in this user right.
It is anticipated that this user right will significantly reduce the work load of admins who patrol the performance of the patrollers. However,due to the complexity of the rollout, some rights may have been accorded that may later need to be withdrawn, so some help will still be needed to some extent when discovering wrongly applied deletion tags or inappropriate pages that escape the attention of less experienced reviewers, and above all, hasty and bitey tagging for maintenance. User warnings are available here but very often a friendly custom message works best.

Voting in the 2016 Arbitration Committee elections is open from Monday, 00:00, 21 November through Sunday, 23:59, 4 December to all unblocked users who have registered an account before Wednesday, 00:00, 28 October 2016 and have made at least 150 mainspace edits before Sunday, 00:00, 1 November 2016.
The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
