Issinsky District ( Russian: Иссинский райо́н) is an administrative [1] and municipal [6] district ( raion), one of the twenty-seven in Penza Oblast, Russia. It is located in the north of the oblast. The area of the district is 926.3 square kilometers (357.6 sq mi). [2] Its administrative center is the urban locality (a work settlement) of Issa. [1] Population: 11,157 ( 2010 Census); [3] 12,611 ( 2002 Census); [8] 14,746 ( 1989 Soviet census). [9] The population of Issa accounts for 48.6% of the district's total population. [3]
