To see which tense is universally used with "designed to", you can check the literature with Google Scholar ("designed to") and Google Books ("designed to"). @ DVdm: Thanks for grammar policing my change in tense on the top article. I'm still confused though. I believe it should read either "designed to spin" or "designed to be spun".
