We can go ahead with this one I think, K6ka. "Bley3" does not easily confuse for "Bleye"; also Bleye is not very active so they probably wont be confused for each other. The first request was probably okay also.

Don't worry too much if someone's name is going to be only marginally similar to a user who is not very active or on some other project. With globalization, so many names will be hitting the anti-spoof check we can't be denying all the requests.

If someone came around asking to be renamed to N3wyorkbr4d or something, that is where anti-spoof checks are helpful. Overridding anti-spoof involves a lot of nuance and there isn't any guidance on it, I'm afraid.
