Referees are not notable by default and not covered by WP:SPORTBIO (which if one looks in the archive specifically discussed and decided not to include referees). They have to meet WP:BIO, and I do not see how this one does it. He has no sport career, did not win any awards, nor attracted any in-depth coverage.
