Keep - Subject has corresponding article in Estonia Wikipedia which is referenced. Of course, I do not speak the language so not sure if the sources are reliable. However, I did a search in English and see she is an award winner in her field
[1] and also did a Google translate on these
[2],
[3], and
[4]. These appear to be good non-English references.

Keep The corresponding Estonian Wiki Article shows that she has received 2 First Prize awards from the city of Pärnu for public buildings, a National Architecture prize and a Baltic Regional prize for her work. Clearly notable.
