Guideline and policy news

• Following an RfC, consensus was found that if the rationale for a block depends on information that is not available to all administrators, that information should be sent to the Arbitration Committee, a checkuser or an oversighter for action (as applicable, per ArbCom's recent updated guidance) instead of the administrator making the block.
• Following an RfC, consensus has been found that, in the context of politics and science, the reliability of FoxNews.com is unclear and that additional considerations apply to its use.
• Community comment on the revised Universal Code of Conduct enforcement guidelines is requested until 8 October.

Technical news

• The Articles for creation helper script now automatically recognises administrator accounts which means your name does not need to be listed at WP:AFCP to help out. If you wish to help out at AFC, enable AFCH by navigating to Preferences → Gadgets and checking the "Yet Another AfC Helper Script" box.

Arbitration

• Remedy 8.1 of the Muhammad images case will be rescinded 1 November following a motion.
• A modification to the deletion RfC remedy in the Conduct in deletion-related editing case has been made to reaffirm the independence of the RfC and allow the moderators to split the RfC in two.
• The second phase of the 2021-22 Discretionary Sanctions Review closes 3 October.

Administrators are encouraged to check that their passwords are secure, and reminded that ArbCom reserves the right to not restore adminship in cases of poor account security. To be frank, I don't care for the characterization as "nasty and sneaky" (yes, I do understand that it's intended as a reference), nor do I think that blocking someone confers a duty to referee discussions on their talk page – unless you're suggesting that I intentionally blocked BHG so that people could comment without her responding? Regardless, I see that BD2412 has asked folks to knock off the discussion (thank you for doing that, BD2412) so I don't think there is anything for me to do right now. I think, with your history, you would do better to steer well clear of taking any admin actions with regard to BHG. But that aside, and I would say this to any admin about any other editor, I do think that blocking someone, anyone, from their own talk page does confer a duty, a moral one at least, to see that things do not get out of hand there. If you deprive someone of the means to defend themselves, you take on a responsibility to defend them. But I am awfully old-fashioned like that. DuncanHill ( talk) 22:49, 9 October 2022 (UTC)

DuncanHill I previously made a temporary incivility block against BHG which led to me being party to an ArbCom case against her and was subsequently reversed. As far as I'm aware, that's it; no back-and-forth debates, no content disputes, nothing else. I'd hardly call that a "history," and the idea that an admin blocking someone makes them INVOLVED enough to proscribe future blocks is neither supported by policy nor logical (if that were the case, admins could never make escalating blocks and would instead have to get other admins to act on their behalf). I am not going to step back from a policy-compliant administrative action just because the subject of the action or their friends have unilaterally decided that I have a "history".

As for the topic of the talk page, I did indeed have it temporarily watched, as Twinkle automatically does for everyone I block (though I didn't check every message that went through). Between my revocation and BD2412's knock-it-off comment, I see:

• comment on the "threat vs warning" discussion by Sarah777
• reply to a comment BHG made (and BHG's comment pinged PMC) with an apology for the arbcom/ANI mixup by PremeditatedChaos
• reply to the previous explaining the nature of restriction by JCW555
• "Lord of the Flies" analogy by Sarah777
• a reply to the explanation two comments back that said "I know that" by PremeditatedChaos
• what appears to be an attempt at lowering tensions by Andrevan

I see nothing "out of hand," no taunting, no gravedancing, no insults. The comments by PMC, who apparently does not get along with BHG, were made directly in response to a ping and were civil, and as far as I can tell the other comments were all well-intentioned and appropriate. If somebody had come along and started slapping insults on BHG's talk page, I could certainly understand your concerns, but that doesn't appear to be the case here. Mildly, I object to the characterization that I don't get along with BHG in the sense of there being any personal history underlying my comments regarding the block. I don't think I've ever interacted with her onwiki to any significant degree - at least not that I can recall. Hello GeneralNotability/Archives/2022,

Much has happened since the last newsletter over two months ago. The open letter finished with 444 signatures. The letter was sent to several dozen people at the WMF, and we have heard that it is being discussed but there has been no official reply. A related article appears in the current issue of The Signpost. If you haven't seen it, you should, including the readers' comment section.

Awards: Barnstars were given for the past several years (thanks to MPGuy2824), and we are now all caught up. The 2021 cup went to John B123 for leading with 26,525 article reviews during 2021. To encourage moderate activity, a new "Iron" level barnstar is awarded annually for reviewing 360 articles ("one-a-day"), and 100 reviews earns the "Standard" NPP barnstar. About 90 reviewers received barnstars for each of the years 2018 to 2021 (including the new awards that were given retroactively). All awards issued for every year are listed on the Awards page. Check out the new Hall of Fame also.

Software news: Novem Linguae and MPGuy2824 have connected with WMF developers who can review and approve patches, so they have been able to fix some bugs, and make other improvements to the Page Curation software. You can see everything that has been fixed recently here. The reviewer report has also been improved.

Suggestions:

• There is much enthusiasm over the low backlog, but remember that the "quality and depth of patrolling are more important than speed".
• Reminder: an article should not be tagged for any kind of deletion for a minimum of 15 minutes after creation and it is often appropriate to wait an hour or more. (from the NPP tutorial)
• Reviewers should focus their effort where it can do the most good, reviewing articles. Other clean-up tasks that don't require advanced permissions can be left to other editors that routinely improve articles in these ways (creating Talk Pages, specifying projects and ratings, adding categories, etc.) Let's rely on others when it makes the most sense. On the other hand, if you enjoy doing these tasks while reviewing and it keeps you engaged with NPP (or are guiding a newcomer), then by all means continue.
• This user script puts a link to the feed in your top toolbar.

Backlog:

Saving the best for last: From a July low of 8,500, the backlog climbed back to 11,000 in August and then reversed in September dropping to below 6,000 and continued falling with the October backlog drive to under 1,000, a level not seen in over four years. Keep in mind that there are 2,000 new articles every week, so the number of reviews is far higher than the backlog reduction. To keep the backlog under a thousand, we have to keep reviewing at about half the recent rate!

Just a couple of days ago you confirmed Lmharding as a sock of Jacobkennedy here. Another user, @ UtoD, has opened a new SPI for IP 64.121.65.96 at WP:Sockpuppet investigations/Jacobkennedy, after noticing this IP user active in the same space since Lmharding's block. Would it be appropriate for you to take a look, rather have the SPI run its course? As evidence, here are diffs of some recent edits:

• On LGBT rights in Alabama Lmharding (LMH) removed public opinion material here along with another huge layout change.
• I reverted the changes, and
• IP 64.121.65.96 restored LMH's removal of the material. I reverted the 64.121.65.96, to which Lmharding responded by
• restoring their preferred version.

There's also the IP 64.121.65.96's edit of LMH's user talk page: [13], fixing minor wiki markup errors. This IP address seems very close, to my ignorant eye, to another IP already blocked as a Jacobkennedy sock: 64.121.83.151, and this (ancient), stale DUCK: 64.121.64.15.

Then there is the currently inactive, but not blocked Ususer445. They make the same edits as LMH / Jacobkennedy / Moneyspender, as, e.g., vigilante actions, death. torture; [14]. Or inserting unsourced or SYNTH claims that antidiscrimination laws are not enforced:

Both have placed in article infoboxes claims of "forced anal exams" as penalties:

Hope it's ok to ask here, GeneralNotability; I was not entirely sure, so please excuse any missteps on my part. I read about how time-consuming SPI is to do, so am contacting you as an alternative. I am actually quite concerned that this is really a long-term situation. The older socks go back a decade, so the gap between the 2019 case and this one is unlikely to be the whole story ... In past episodes @ Drmies, @ Bonadea and @ Yamla seem to have been quite involved, so maybe they would be interested, too? (Again, apologies if this is not the correct thing to do.) As stated in the edit message even if that user LMHarding was listed as a sock the source in this particular situation matched the edit and if it is correct WP:SOCK says that in that situation you do not revert it. Being an edit done by that is not always an auto revert. I stated this then you reverted twice with no revert message explanation. I reject your label. As for that one other edit I was watching the conversation as I was interested in watching how AukusRuckus edits to teach myself the edit tools here on Wikipedia and I happened to see an edit I tried to edit as a test edit. Thanks very much for taking care of that, GN. I'm sorry to say, I have another related request.

I had the user Littlepersonlavalamp (LPLL) on my radar as a JacobKennedy sock for a long time, but as they had not edited since 2018, I thought it not worth mentioning, presuming it would remain inactive, much like Ususer445.

After more than 4 years, and barely 8 hours following the removal, the account's sprung to life to reinsert the unsourced SYNTH non-penalties that I had excised from LGBT rights in the United Arab Emirates. These are the same ones that LMH and socks like putting in so many articles; LMH had fought tooth and nail to keep these in the UAE article.

Since reactivating, LPLL has made 22 edits to ten different pages, as I type this. Of those 10 articles, 3 are pages recently (in the last 30 days) edited by LMH, [now five out of 12 edited pages] as shown here. Previously, I had noted similarities in LPLL's very old edits:

• LPLL [22] cf LMH [23] and Moneyspender [24]
• LPLL [25] cf LMH [26] and Moneyspender [27]
