Well the user's other article was speedy deleted based on the fact that it did not contain anything other than "coming soon", or something to that effect. This article has been filled out. I agree there is probably a reason this should not be on Wikipedia, maybe because it's almost like a report, but I'm not really sure, and either way, there is no CSD criteria that I think this would fall under.
