We use it when names are similar enough that people are likely to be confused. "Ashley Tisdale" is no where near similar to "Ashley Greene". "George W. Bush" and "George H. W. Bush", OTOH, are easily confused. If you do not understand this, please stop using the template and ask for help. -

However, one or more edits you labeled as vandalism, such as the edit at User talk:Louis Erisson, are not considered vandalism under Wikipedia policy. Wikipedia has a stricter definition of the word "vandalism" than common usage, and mislabeling edits as vandalism can discourage editors.
