WP:ELECTCOM2023

During the 2012 Arbitration Committee Election Request for comment, it was decided by consensus that a three-member Electoral Commission would be created to address issues arising during the Arbitration Committee elections. This decision was reaffirmed in subsequent years and the existence of the Commission is now part of the standard procedure for the annual elections. The Electoral Commission is reconstituted each year for purposes of that year's election.

During the nomination period, editors wishing to volunteer as a Commissioner for 2023 should create a new subsection on this RfC.

During the evaluation period, all editors are encouraged to comment on the suitability of the volunteers for this role.

Three volunteers with the strongest support, determined by consensus based upon comments posted during the evaluation period, will be chosen as Commissioners. Any remaining applicants who have relatively high levels of support may be designated as reserve Commissioners, ranked by order of support, to be called upon if one or more of the Commissioners are unable to serve. If the consensus is not readily apparent, one or more bureaucrats will help close the discussion.^{(last updated from 2021 RfC)}

The mandate of the Electoral Commission is to deal with any unforeseen problems that may arise in the 2023 Arbitration Committee election process, and to adjudicate any disputes during the election.

In addition, while the Electoral Commission is not responsible for logistics of the election, the Commissioners should also help ensure that preparations for the election—such as setting up the relevant pages, posting notices of the election in the appropriate places, and asking the Office to configure the SecurePoll voting interface—move forward in a timely fashion.

Commissioners and reserve members are not eligible for election to the Arbitration Committee during this year's election. Commissioners must be able and willing to satisfy the requirements of the access to nonpublic information policy.

Per the consensus developed in previous requests for comment, the electoral commission timetable is as follows:

Nominations: Monday 00:00, 02 October 2023 (UTC) – Sunday 23:59, 08 October 2023 (UTC) (7 days)
Evaluation period: Monday 00:00, 09 October 2023 (UTC) – Sunday 23:59, 15 October 2023 (UTC) (7 days)
Commission selection: completed by Monday 00:00, 23 October 2023 (UTC)

Important: Endorsements/comments are not accepted until the evaluation period.

Eligibility criteria: Per WP:ACERULES, an editor is eligible to nominate themselves for the Electoral Commission if they:

(a) are over 18 years of age,
(b) meet the Wikimedia Foundation's access to nonpublic information policy,
(c) are eligible to vote in this year's Arbitration Committee election, which means the editor:
- (i) has registered an account before 00:00, 1 October 2023,
- (ii) has made at least 150 mainspace edits,
- (iii) has made at least 10 live edits (in any namespace) in the one year prior to 00:00, 1 November 2023, and
- (iv) is not currently blocked from the English Wikipedia.

Nominations may be removed if the candidate does not satisfy all of the foregoing criteria.

I volunteer to serve on the 2023 electoral commission. I've been around since 2004, an admin since 2005, and a checkuser since 2021. I'm sure I've done plenty of stupid things in my time, but none that a good trouting couldn't fix. This would be my first time on the commission. CheckUser is actually a pretty useful tool to have while serving on the Electoral Commission. After the voting period in the election ends, a group of three stewards will examine the voting logs and " scrutinize" the results, and if any sockpuppetry is suspected, an ElectCom member with CU rights is a good first point of contact to raise those concerns with and get a second opinion if needed. Greetings! I’d like to throw my name into the ring to volunteer as a commissioner. The community has graciously given me a few tools to assist me in my work such as mass-message sender, new page reviewer, and VRT agent, among others. While I rarely comment on it, I always enjoy keeping up with the latest news and requests to ARBCOM. I pride myself on civility and neutrality, which are the two things I also believe is needed in a commissioner. As there is currently only one other volunteer and the deadline is nearing, I believe I can assist largely in this role. I have also signed the confidentiality agreement. Revision deletion and suppression on ACE pages is regrettably common: there's some amount of drive-by misbehavior, and less-than-ideal comments from established users that may require admin or OS action. In such cases, being able to delete or protect as a first resort is very valuable; conversely, responding to a situation where OS or RD has been applied, a non-admin would be unable to see the relevant material. I'm not endorsing either. In fact, IF should stick to the implied tenet of their candidate statement and stand down. They stood because a) there were no other candidates standing at that time and b) because the deadline was approaching. Both of these arguments were imprecise: there are now multiple other candidates, so reason 1 is irrelevant, and reason 2 was disingenuous anyway since, in fact, we were precisely halfway through the process. And has anyone mentioned tenure. Best of luck all the same if you wish to continue though—up the underdog! Not endorsing either - frankly I think that Illusion Flame, although he is a great editor in many ways, just needs a bit more experience editing before going for something like ElectComm (and yes, I do have to admit I also have only been here for around 7 months myself; it's just that I would personally like to leave more experienced editors who have more tenure to serve on ElectComm.) I volunteer to serve the community through assisting the 2023 electoral commission. My first edit was in 2005, I ran unsuccessfully for admin in 2011, then ran successfully in 2021. This would be my first time on any such commission. Personal life has prevented me from investing more effort on the pedia this year, but I will dedicate time to this responsibility. I have no ambitions on Wikipedia myself; I do hope for us to build a broader, younger and more sustainable base of contributors worldwide (because IMHO we are just getting started). Hi everyone, running for ElecCom this this year. I was a reserve commissioner last year, and volunteered as an election coordinator for the last five years. I'm a bureaucrat, administrator, and oversighter here as well as a global steward. I'm already signed on to the ANPDP. You shouldn't expect any surprises from me on the commission. The most controversial things that eleccom is likely to run in to are edge case (in)eligibility issues and civility/rule issues in the community engagement portions (guides, q&a, etc). In dealing with such issues I'd first evaluate WP:ACERULES then collaborate with the other commissioners in making a decision. As this is my homewiki, I'm not eligible for scrutineering. While I've never been a commissioner, I've been very heavily involved with the election processes - so if you are wanting "fresh blood" here, might want to skip me for endorsements - but if you want historical knowledge I'll likely fit the bill for you.
