This template seems to have been created for a non-existent OTRS process. The idea was that if you were tagging an image as {{ OTRS received}}, but didn't know the ticket number, you could use this as a placeholder.
But that is not the correct process - only OTRS volunteers should be tagging images with {{ OTRS received}} or another similar template, and they will know the correct ticket number.
So this template is for an incorrect process and thus should be deleted.
