Can't find any significant coverage and, since WP:NFOOTBALL is deprecated (bear in mind he only played 49 mins in the second tier of Albania so it's one of the weakest passes possible), WP:GNG is required and so a Soccerway stats stub is no longer acceptable unless significant coverage can be located. I searched using multiple search engines but couldn't find anything better than a passing mention in a crime news story in My London. The age of "Uesti Cenaj" matches the details for this footballer so it's likely that they are the same person but the level of coverage is insufficient for GNG and he doesn't meet the criteria at WP:PERPETRATOR.
