Keep Notable based on the Forbes reference in the article. Simply needs to be expanded, if anything.

Keep. Valid english sources aside, even a cursory google search of "蔡明介" turns up a plethora of results, albeit in chinese.

I don't speak Chinese. Per
WP:NONENG.... "Citations to non-English sources are allowed on the English Wikipedia. However, because this project is in English, English-language sources are preferred over non-English ones when available and of equal quality and relevance. As with sources in English, if a dispute arises involving a citation to a non-English source, editors may request that a quotation of relevant portions of the original source be provided, either in text, in a footnote, or on the article talk page" and per
WP:ONUS... "While information must be verifiable in order to be included in an article, this does not mean that all verifiable information must be included in an article. Consensus may determine that certain information does not improve an article, and that it should be omitted or presented instead in a different article. The onus to achieve consensus for inclusion is on those seeking to include disputed content."

And how it this related to article deletion?

Keep Notable with sources. Language doesn't matter since the person comes from China (so yes of course, why would there be some number of English sources in the first place). As long as the sources are accurate, keep.|
