Delete. No proof of notability whatsoever and apparently a personal promotion. The sources currently on the page are poor/questionable. Search for his name in Russian also finds nothing. There is indeed a Russian language website about Taiwan, but who is author? He? I do not see him there:

Comment A CheckUser should check these Keep posts for sockpuppetry, all written in an unsigned similar way and IPs (one of them switched to an account since).

Keep. As I understood, he is Russian who lives in Taiwan almost 14 years. Creator of project to promote Taiwan among Russian-speaking, despite the fact that Moscow is very close with Beijing and consider Taiwan as a part of China. He already risks to be detained if will fly to China. In addition I found on his blog he made an app for Muslims, in spite on the fact that he is christian. I just want let you know, that is very difficult and requires examination of information, including Quran. I think, this kind of diverse guy with balls of steel should be on Wikipedia.— Preceding

Comment. The website is in Russian only. Maybe, it makes sense translating this article to wiki:ru. What I definitely dislike is the reference to a LinkedIn skills quiz. That's fine for a CV, but not for a WP article.
