Until and unless that happens, we regard the content as copyrighted, and it can't be hosted here. I've deleted or redacted four versions of it so far, please don't make me do so again (and please be aware that you risk loss of editing privileges if you do). I thought the deletion was happening by a computer program since there was no responses to all the messages about the author giving authorization. Also the author is over 80 years old and probably not going to go through a process. Is it ok to re-write the passages or quote him or credit that page. The author has already approved the usage twice. Thanks.

S-7000.A is the name given to the current dominant property tax law in effect in New York State. The bill was enacted in response to the Hellerstein decision in 1981
In 1975 Jerome H. Hellerstein and Walter Hellerstein residents of Fire Island N.Y. filed suit against New York State. The reason was that their property tax was much higher than their neighbor for a similar house. This property tax inequity continues to this very day. Hellerstein sued New York State and won the lawsuit in 1975. This was called the Hellerstein decision. The decision of the New York State Supreme Court was that all properties in New York State would be reassessed to 100% of value.
Before 1980, New York State assessment system was at house creation only. This causes large variation in the property tax between new construction and older homes.
Before S-7000.A residential property was assessed at forty percent of market value and commercial property was assessed at seventy percent of market value. A large change in assessed values of properties would affect those who could afford it least, the seniors and unemployed.
According to John Procida (a civic organization member): About 1400 New York State Civic associations formed a united association and it was called it the "State Coalition Against 100% Re-Assessment", or SCAR. SCAR fought a five year battle with Stanley Fink who was the “Speaker” of the State Assembly and who was for 100% reassessments. For years, wherever Fink went, SCAR went, with our signs and voices. SCAR was successful in defeating a Bayside Assemblyman (who was running for re-election) as he was a supporter of Fink and the 100% assessment. That shook Fink up especially when we spoke at a large meeting of a big Civic Association in Brooklyn in Fink’s Assembly district. With that in late 1980 Fink invited SCAR to a meeting in Albany to hammer out a bill.
SCAR was 1400 Civic Associations and some of the upstate civics were active but the battle was for the most part, was fought by, State Senator Frank Padavan, State Assemblyman John Esposito, and six Queen’s Civic associations who were represented by their presidents. They were the, Queens Colony Civic – Virginia Sallow, West Cunningham Civic – Bob Harris, Bowne Park Civic – John Procida, The East Bayside Civic – Frank Skalla, Auburndale Civic – Jack Norris, and the Bayside Hills Civic – Bill Caufield (not in order of importance). In short we all agreed to the system of very slow equalizing that we have now. Our bill, S.7000-A/A.9200 was passed into law in January of 1981.

There are an estimated 30,000 different varieties of United States banknotes, yet only a fraction of these are represented on Wikimedia Commons in the form of 2D scans. Additionally, Colonial America, the Confederate States, the Republic of Texas, multiple states and territories, communities, and private companies have issued banknotes that are in the public domain today but are absent from Commons. In the months of November and December, WikiProject Numismatics will be running a cross-wiki upload-a-thon, the 2019 US Banknote Contest. The goal of the contest is to increase the number of US banknote images available to content creators on all Wikimedia projects. Participants will claim points for uploading and importing 2D scans of US banknotes, and at the end of the contest all will receive awards. Whether you want to claim the Gold Wiki or you just want to have fun, all are invited to participate. Uris Center for Education (81st Street entrance) at The Met Fifth Avenue in New York City. The museum is excited to work with Wikipedia Asian Month for the potential to seed new articles about Asian artworks, artwork types, and art traditions, from any part of Asia. These can be illustrated with thousands of its recently-released images of public domain artworks available for Wikipedia and Wikimedia Commons from the museum’s collection spanning 5,000 years of art. Featuring artist-Wikimedian Sara Clugage's "Picnics: An Outside History" for a cultural exploration of picnicking, knowledge and society during the national panel in the first part. We encourage you to call in for the second part from a local park or natural site and share it on the video stream, as well as sharing your favorite picnic grub or other special foods with us.  Wikipedia Day is always a big day for Wikimedia NYC. While we cannot meet in person, we still have something special planned. We will begin the event with the debut of a new video celebrating our community. This will be followed by a panel discussion with some of the people you'll see in the video talking about Wikipedia's 20th anniversary, Wikimedia New York City, and the amazing work they do on Wikimedia projects. The event will be broadcast live via YouTube. Feel free to ask questions for the panel through the chat! We will also have some NYC wiki trivia you can participate in, with confectionery prizes.

A one hour training session will be offered at the start of this event covering introductory topics. I thought the deletion was happening by a computer program since there was no responses to all the messages about the author giving authorization. Also the author is over 80 years old and probably not going to go through a process. Is it ok to re-write the passages or quote him or credit that page. The author has already approved the usage twice. Thanks.

S-7000.A is the name given to the current dominant property tax law in effect in New York State. The bill was enacted in response to the Hellerstein decision in 1981
In 1975 Jerome H. Hellerstein and Walter Hellerstein residents of Fire Island N.Y. filed suit against New York State. The reason was that their property tax was much higher than their neighbor for a similar house. This property tax inequity continues to this very day. Hellerstein sued New York State and won the lawsuit in 1975. This was called the Hellerstein decision. The decision of the New York State Supreme Court was that all properties in New York State would be reassessed to 100% of value.
Before 1980, New York State assessment system was at house creation only. This causes large variation in the property tax between new construction and older homes.
Before S-7000.A residential property was assessed at forty percent of market value and commercial property was assessed at seventy percent of market value. A large change in assessed values of properties would affect those who could afford it least, the seniors and unemployed.
According to John Procida (a civic organization member): About 1400 New York State Civic associations formed a united association and it was called it the "State Coalition Against 100% Re-Assessment", or SCAR. SCAR fought a five year battle with Stanley Fink who was the “Speaker” of the State Assembly and who was for 100% reassessments. For years, wherever Fink went, SCAR went, with our signs and voices. SCAR was successful in defeating a Bayside Assemblyman (who was running for re-election) as he was a supporter of Fink and the 100% assessment. That shook Fink up especially when we spoke at a large meeting of a big Civic Association in Brooklyn in Fink’s Assembly district. With that in late 1980 Fink invited SCAR to a meeting in Albany to hammer out a bill.
SCAR was 1400 Civic Associations and some of the upstate civics were active but the battle was for the most part, was fought by, State Senator Frank Padavan, State Assemblyman John Esposito, and six Queen’s Civic associations who were represented by their presidents. They were the, Queens Colony Civic – Virginia Sallow, West Cunningham Civic – Bob Harris, Bowne Park Civic – John Procida, The East Bayside Civic – Frank Skalla, Auburndale Civic – Jack Norris, and the Bayside Hills Civic – Bill Caufield (not in order of importance). In short we all agreed to the system of very slow equalizing that we have now. Our bill, S.7000-A/A.9200 was passed into law in January of 1981.

There are an estimated 30,000 different varieties of United States banknotes, yet only a fraction of these are represented on Wikimedia Commons in the form of 2D scans. Additionally, Colonial America, the Confederate States, the Republic of Texas, multiple states and territories, communities, and private companies have issued banknotes that are in the public domain today but are absent from Commons. In the months of November and December, WikiProject Numismatics will be running a cross-wiki upload-a-thon, the 2019 US Banknote Contest. The goal of the contest is to increase the number of US banknote images available to content creators on all Wikimedia projects. Participants will claim points for uploading and importing 2D scans of US banknotes, and at the end of the contest all will receive awards. Whether you want to claim the Gold Wiki or you just want to have fun, all are invited to participate. The Wikipedia Asian Month Edit-a-thon @ The Met will be hosted at the Metropolitan Museum of Art on Saturday November 16, 2019 in the Bonnie Sacerdote Classroom, Ruth and Harold D. Uris Center for Education (81st Street entrance) at The Met Fifth Avenue in New York City. The museum is excited to work with Wikipedia Asian Month for the potential to seed new articles about Asian artworks, artwork types, and art traditions, from any part of Asia. These can be illustrated with thousands of its recently-released images of public domain artworks available for Wikipedia and Wikimedia Commons from the museum’s collection spanning 5,000 years of art. We will begin the event with the debut of a new video celebrating our community. This will be followed by a panel discussion with some of the people you'll see in the video talking about Wikipedia's 20th anniversary, Wikimedia New York City, and the amazing work they do on Wikimedia projects. The event will be broadcast live via YouTube. Feel free to ask questions for the panel through the chat! We will also have some NYC wiki trivia you can participate in, with confectionery prizes.

Our regional group is engaged in a strategic planning process to sharpen our strategy for the next three years, and we would like your input.
