Hi @ PatiMadhusudan1958: That is now three attemps you have had to create this article is mainspace with no success. If you submit the article with with no in-line citations, I will rejected in draft. Please take a look at WP:REFB. The article as it stands has no inline citations, isn't wiki linked as far as I can see and the section on Memorandum of understanding violates WP:NOT, making it entirely unsuitable for mainspace.
