This flag might be historical, but it is definitely not an ethnic flag in Croatia. The fact that it was used 80 years ago, does not mean that a flag where the Swastika is replaced by Odal (rune) is a modern-day ethnic flag of Croatia. It can be added to that list, of course — but not as an ethnic flag. Maybe as an historical ethnic flag? " Volksdeutsche" is also not a term used in modern-day Croatia and the description "Flag of the German Community" is in this case obviously in this context not correct.
The so-called "Dubrovnik Republic" flag is an original research and failed verification. Beside the fact that this "Republic" only existed on paper and that it had no flag, the two sources you added do not seem to me like reliable sources. In fact, the flag you can find on that website really seems like an original research. Sourcing something on Wikipedia does not mean that it "just has to be somewhere on the internet." Please see: Wikipedia:Verifiability.
If needed, I will mention this conflict on the WP:AN, because it might be good to have thrid opinions here.
