Related existing contentious topics - There are a few existing contentious topics and community-authorized discretionary sanctions that relate to Turkey and the Ottoman Empire. They include:

Armenia-Azerbaijan 2
- This applies to Turkey in the context of its conflicts with Armenia.
Eastern Europe
- There have been discussions about whether or not Turkey counts as "Eastern Europe" (see 1, 2. The consensus is that Turkey is not covered.
Kurds and Kurdistan
- This certainly would apply to parts of Turkey and its politics, but not all of it.

Necessity - I have noticed a significant increase in disruption over the past few years on these pages, particularly by edits with nationalist POVs for or against Turkey. Further, there has been extensive sock/meat puppetry in this area. With the lack of blanket applicability of existing Contentious Topics and community-authorized discretionary sanctions, we are left with no enhanced tools to deal with this disruption.
