This is more than 2 sentences, thus does not fit the parameters. Second, simply because it is in a foreign language does not mean that it lacks sufficient content to identify the subject of the article.
One should try to identify if the article exists on another foreign language wiki. If it does, then it can be speedily deleted. If it doesn't then it needs to be tagged for translation.
