: The article has a suitable size and is new enough. It is also well sourced, though the sources mostly seem to be local news outlets. No copyvio was observed. As for the hook, it is really hooky and well sourced. But I don't know why the 'License Number 1' is in quotations in the original hook? --

Mhhossein, it is in quotations because it is not plain text, it is a title, as in a title of a book or song that is quoted. It is not license number 1, but "License Number 1".
