Hi, Yoninah, I have added a citation for that statement that I hope will clarify the issue. If not, please let me know. Apparently Carnegie had quite a few demands of organizations to whom he had granted funds. This is also indicated by the Wikipedia article Carnegie library, but there is no in-line reference there.
