The article looks good. There are just a few things that I found:

What is the significance for this article of the flash flood warnings in Louisiana? Is it for comparison purposes?
In the first paragraph of the "Impact section", two short sentences are found back-to-back: "Minimal beach erosion was reported. Impact was minimal near the coast." Is it possible to combine these sentences to make the prose less choppy?
Is it standard in similar articles to list FEMA as the author in the references section? It would make more sense to me to list FEMA as the publisher, as there is no specific author mentioned.
A retrieval date is needed for reference 21.
"By midnight June 9" -> "By midnight on June 9"
"President George W. Bush declared 28 counties in Texas, as disaster areas." No comma needed.
FEMA should be spelled out in full the first time it is used: "Federal Emergency Management Agency (FEMA)"
Sentences shouldn't start with numbers, so I would change "17% of that was spent for temporary housing" to "Of that amount, 17% of that was spent for temporary housing"
Is there a source available for the eighteen-wheel trucks floating down freeways?

If there is a precedent set, I'm fine with that. The source of the information is clear from the information provided, which is the goal of the reference, so I think it's fine. (RESOLVED) Damage Issue-$5 billion or $8.5 billion

There is a bit of a dispute on the damage. I claim it's $5 billion, per Approximately $1.5 billion of the $5 billion in damage caused by Allison came from the Medical Center., which is stated here, also the storm in total did $8.5 billion, including damage in numerous other states. The sources claim $5 billion in Texas, but LightandDark2000 says it did $8.5 billion. Some sources say it only did $5 billion, but that's not accurate either. It's reasonable to assume it did $3.5 billion across the rest of the nation. -- Hurricane Tracker 495 22:52, 19 December 2020 (UTC) reply

Allison's damage was $8.5 billion. When I added up all the figures of other states in the article, I got $301.4 million. But it doesn't include every state, and $5 billion seems to be a sourced amount. -- Hurricane Tracker 495 23:22, 19 December 2020 (UTC) reply

The TCR revised the total damage upward to $9 billion (2002 USD). That would mean that according to your calculations, HurricaneTracker495, the damage total for Texas alone should be $8.7 billion. News media sources are not as reliable. Especially ones that are clearly outdated.
