According to the initial assessment, this article failed solely on the basis of insufficient references. It now contains more than 30 references, including at minimum one for each section and one for any area requiring further validation. The lead needs to be expanded. see WP:LEAD It in no way summarizes the article.

How many people call 911?

A lot of refs are still not appropriately formatted

Needs work on text formatting "Wireline Enhanced 911" The E should not be capitalized.

These comments were however made previously and see need to be addressed.
