RoySmith: The source actually doesn't say which community board made the report. It says During a Community Planning Board field review of blueprints for a recreation area in Seton Falls in 1967, public officials recognized the degraded condition of the park and noted that the "park area, if cleaned and cleared could become a beautiful woodland of rest and recreation in what will soon be a built-up and developed area.'
The source of the source is given as Frank Andrews, Bronx Community Planning District 11, Parks and Recreation Committee Report (New York: n.p., 1967),
That's quite strange. I'm not sure why CB11 members would be interested in CD12 territory. I'll look for other sources for this.

@ RoySmith: I think we should move this page to mainspace, if you're ready. I filled out the description and history of the park to the best of my knowledge. There are a few gaps in the timeline that I couldn't pin down, but I think this is a usable article now. epicgenius ( talk) 18:43, 17 June 2020 (UTC)
