Is there a source for the rather inflammatory title "No Leprosy Patients in Our Prefecture Movement"? A more literal translation of 無癩県 (mu-, "un-", rai, "leprosy", ken, "prefecture") would be "Leprosy-Free Prefecture Movement"; in particular, there's nothing about patients in the original.
