You are right that it isn't a typo after all, however if the city romanizates itself Mombetsu, it is quite confusing.

The airport
[2] and highway signs in the area (e.g.
File:Engaru-Setose.IC2.jpg or
[3]) use "Monbetsu". I don't think the city has one official position on what the spelling should be. Instead it looks like whoever registered the domain name for the website had one idea, and whoever is in charge of the signage at the public works department had another idea.

Ok, it shoudn't be moved, the page just need to include this clarification to its leading text, and maybe replace all its names to Monbetsu. It is weird when the page name says Monbetsu but the text starts and continues with Mombetsu.
