reference 10 currently goes to a dead link. Citing things is not particularly my expertise but I found a working link for the same article named.

http://www.entrepreneur.com/tradejournals/article/183316586.html - that is the current link that does not work

If anyone finds this and knows how to properly cite sources on here that would be super great. thanks

dedicated NH extension article (Capital Corridor)

Due to the ballooning size of the Proposed expansion to New Hampshire section, I propose that most of the section be migrated and expanded to a new Capitol Corridor (New Hampshire) article. It's certainly a big and complex enough topic that it would probably be better served by its own dedicated article. It's also important to consider that it's a NHDOT project, not MBTA.
