I'm confused. "A handgun and shell casings were located at the scene" is associated with the statement "Forensic ballistic analysis has confirmed that the projectile recovered from the trooper’s wound matches Teran’s handgun." Should not this be mentioned before the statement that "Terán's hands were up at the time of the shooting"?
