have some background information to Isshin-ryu kusarigamajutsu, in particular its history and origins, and perhaps some explanation of its realtionship to Tan Isshin and Nen Ami Jion

The article discusses the weapon measures according to early documents. How about the weapon used today? I find two manufacturers/shops that sell Isshin-ryu kusarigama: http://www.geocities.com/vshibata/kusarigama.html and http://www25.tok2.com/home2/banessa/newfile2.htm They show measures 39cm for handle and 31cm for blade: 6cm and 1cm bigger than mentioned in the article.
