This is currently a Stub but I think it is an area of considerable relevance and should be expanded, because the lack of agreement at a strategic level arguably was the single biggest factor in Japanese defeat.

Widen scope to cover dissent between different factions within the army and navy eg the Go North versus Go South strategic debates;
