Here is a description of what the Japanese article contains. I am not keen on adding it to the article as it is all unsourced. But hopefully it will help with research.
He is described as a Count/Earl as a member of a Kazoku. He sat in the House of Peers (Japan) and is known as the "last school friend of the Showa Emperor". Served as 7th National President of the Japan Boy Scout Federation.
