Removing "Untouchables" since this is a legacy/out of date verbiage. The acceptable verbiage/terminology is Dalit in Indian Government/Society. It is also repetitive since the linked wiki article on Dalits explains untouchability. Also, since in many places, Chamars were not considered to be untouchables. Discuss in Talk page, before modifying.
