Allamaye Halina was born on 1 January 1967 in Gounou Gaya, Mayo-Kebbi Est. [1] [2]
He earned a bachelor's degree in history and geography from the University of N'Djamena in 1992. Subsequently, he continued his postgraduate education at the International Relations Institute of Cameroon and obtained a master's degree in international relations. [2]
Halina was the Chief of Protocol for Chadian President Idriss Déby from 2010 to 2023. In 2023, he was appointed as an Ambassador of Chad to China. [1] [2]
On 23 May 2024, following the inauguration of President Mahamat Idriss Déby, Halina was designated as the Prime Minister of Chad. [1] [3]
Upon his appointment as prime minister, several analysts described Halina as a technician without political ambition, who would not compete with President Mahamat Idriss Déby. Halina remained loyal to Idriss Déby for a long time, and Mahamat Idriss Déby describes him as his "big brother." [1]
