This non-free image is s representation of an infrastructure project which is being completed in phases. Since the time when the image was added, portions of the project have been completed so there is the possibility to take a photo of elements of this project. Fails WP:NFCC#1.   • Keep Per WP:NFCI#Iconic and WP:FREER. This mugshot is an exception due to the chances of a free alternative being found or created highly unlikely, as the subject of the photograph is currently imprisoned at a Supermax prison awaiting sentencing for up to 75 years in prison with the possibility of more time from aggravating factors, making the legal ability for photographers to take a free photograph of him in court or in prison extremely sparse and almost impossible.   • Keep there is consensus for living people who are incarcerated, because there is no free access to them.   • Comment: I don't think there's anything iconic of historic about this image at all; it's a mug shot and trying to argue that somehow that makes its "iconic" is incorrect for the reasons given in WP:ITSHISTORIC. The FREER argument, however, does have some merit since it is true that non-free images of long-term incarcerated individuals are allowed because it's assumed that it will be nearly impossible to find or create a free equivalent of them to serve the same purpose as a non-free one. The problem with that approach sometimes though is that it assumes that a free equivalent image must only be a newly created image, but "free equivalent" could also mean an existing image as well. Chauvin still hasn't been formally sentenced (that's scheduled for sometime around June 15, 2021) and will appear in court again; so, it still seem possible that a free image might be possible. I think this was uploaded in good faith, but there's no indication given as to what if any atttempt was made to find a free equivalent, and it might have been better to wait until at least all of the relevant court proceedings had completed. Maybe this is nitpicking in a sense, but given that a number of non-free images previously uploaded of Chauvin end up deleted for various reasons, it might be best to make sure (as best as we can) that FREER is being met. -- Marchjuly ( talk) 07:06, 24 May 2021 (UTC) reply
