Just a second, are we sure a steward can't do this? It doesn't need the contribs of two accounts merged on the same wiki, just accounts to be attached to the correct global account. I thought a steward could:
Delete the global accounts, and
Use the old "Special:Renameuser" extension to rename the ~enwiki and ~nlwiki accounts.
Then (assuming all password are made the same), the global account could be recreated.

According to global auth, the Pe7er account already exists on EnWiki as of 2016-05-02, probably when Pe7er navigated here whilst logged in as Pe7er. Combining the 11 edits into Pe7er is not possible now to the best of my understanding, but maybe just tag Pe7er~enwiki as {{
Former account}} or {{
Alternative user}} and retire it. --

Reason: My current username is long and I do not really like it because it is just a keyboard pattern and could potentially be confusing. This new one is a username that I think is more reasonable for me. Also, I want to change it so that it is a username that others can type more easily. —
