If you create an account, you may apply providing you meet the general requirements at

Funnily enough, I just came across this user because they reverted some vandalism on a page that I watch. I looked through their reverts and couldn't find anything wrong. Why wait a few weeks?

Well, the user has only been editing actively for a day, and considering that rollback is a fairly powerful tool, I'd just like to see some more contributions to base my assessment off of. I suppose a week or two would suffice, but I usually like to see at least three weeks of experience. –

I am a long time reader of Wiki and recently interested in fighting vandalism. "Old school" method is cumbersome and I would like to use tools such as Huggle (which requires Rollback) in the fight. Thanks for considering me.

Not done You apparently misunderstand the use of rollback. Please see
Wikipedia:Rollback feature for more information about it. It's only useful for quickly reverting vandalism. In answer to your question, yes, you may use Wikipedia content elsewhere, as long as it is applicable and compliant with

Unfortunately, For reasons I would not like to discuss, I've had to create a new account, so it shows almost no contributions for me, and, as I have always, I want to be an admin. Having said that, helping the site by undoing vandalism seems like a great place to restart. I've had experience fighting vandalism and I see this a better way to fight it.
I've been against vandalism for a while now, but have been unable to revert it before an administrator has already reverted it and warned the user.

I have decided to take a greater role in fighting vandalism, so just today i enabled twinkle, to aid me in doing so. This is a useful tool, although when i was browsing the site and discover rollback rights, I knew that it would assist me greatly
