Comment -- This userspace page was not in compliance with
WP:STALEDRAFT -- an oversight I apologize for.

Keep -- The __NOINDEX__ directive, which is transcluded in {{userspace draft}} and {{userspace notes}}, prevents pages from being searched by the web crawling robots that search engines use to build the indices they require to respond to search requests. I suggest that no page with one of those directives on it can be in violation of
WP:NOT#WEBHOST.

And that's plainly false. Whether you can get to the page from Google is irrelevant: what is relevant is that Wikipedia provides userspace for the limited purpose of helping editors to improve articles, not to collect and indefinitely retain random bits of information that are not being used to construct articles.

Delete Per
WP:STALEDRAFT, there needs to be forward movements on user space drafts, and this page has been sitting without improvement too long, even taking into account the user's long term and extensive contributions to Wikipedia content. This page appears to be part of a collection of stale draft user page in this area, which also makes the page fall under
WP:NOTWEBHOST. Search engines are not a source of concern, so keeping because __NOINDEX__ is added to the page still fails to address the issue of a stale draft that viloates
WP:STALEDRAFT and that also is a web page that violates
WP:NOTWEBHOST. --
