• Delete: I can't see any reason for a local version of a file not being used in any articles or on any other pages at all to be kept. Unlike Commons, Wikipedia is WP:NOTREPOSITORY for media not actually being used for encyclopedic reasons; so, if the uploader wants to have a back-up copy in case the Commons file is deleted, then they should figure out another way to do so. -- Marchjuly ( talk) 05:41, 31 January 2018 (UTC) reply

File was uploaded under a {{ self}} license, but it does not seem like "own work". Rather, it looks a crop of a file found online, especially given the various image license/copright warnings found on the uploader's user talk page. No source was given for the file, but it can be seen used on this archived version of the official website of Shiv Sena, so it appears to be some kind of official logo. The question is whether it is simple enough to be considered WP:PD. The country of origin is India, but there's nothing at c:COM:TOO#India about India's TOO. If India copyright law is similar to the UK's, then this might not be {{ PD-logo}}; if it's similar to the US's, then it probably is. Even if this in not PD in India, this seems simple enough to convert to {{ PD-ineligible-USonly}}. Finally, this file was used as the source of the svg version File:Shiv Sena flag - svg version.svg (being discussed at Wikipedia:Files for discussion/2018 January 31#File:Shiv Sena flag - svg version.svg), so how this file is licensed naturally impacts how that file should be licensed. -- Marchjuly ( talk) 05:21, 31 January 2018 (UTC) reply

This is a non-free svg version of the freely licensed File:Shivsena flag.jpg. The licensing of the source file is being discussed at Wikipedia:Files for discussion/2018 January 31#File:Shivsena flag.jpg; if the consensus of that discussion is that the source file is PD or otherwise released under a free license, then there is no need for a non-free derivative of it per WP:NFCC#1 and this file should be deleted, unless it can also be converted to an appropriate free or PD license.

While an svg creation of a free/PD image might be considered a derivative with its own copyright in some cases, WP:FREER disallows the use of non-free content when a free quivalent either exists or there's a reasonable expectation that one can be created. So, even if the uploader of this particular file does not want to release their version under a free license, someone else can create their own svg version and release it as {{ self}} of something similar. -- Marchjuly ( talk) 05:30, 31 January 2018 (UTC) reply
