Passing mentions in match reports do not add up to passing WP:GNG. I can find no evidence that this referee gets more than that. This article is more than a passing mention but it's published by the bank that he worked for for several years, so does not count towards GNG, which requires the significant coverage to come from reliable sources independent of the subject.
