Fails WP:GNG– There was an AfD about him a while ago but they were all kept because too many people were nominated at once. Ten years later, Russell still isn't a notable part of The West Wing, and he should absolutely be removed. There are basically no reliable sources talking about him in-depth the way they talk about Jed Bartlet or Josh Lyman or any actually notable character.
