The best people to mention this possible project to are the people at Wikipedia:WikiProject Missouri. My own personal opinion is that this project might function better as a work group or task force within that project. Doing so would probably make the page be seen by the members more often, as they are also likely to be members of the Missouri project, and would eliminate a lot of the busy-work required for the maintainance of a project.
