Please explain exactly what you were doing before you saw that message, and copy/paste the exact message (but replace the IP address with "MYIP").

1. When did you last see that your IP was blocked?
2. Were you logged in as Cwater1 at the time, or were you not logged in?
3. What did you do that displayed the message? Did you click "edit" to edit an article?
4. Exactly what message was displayed?
