In many articles about communities or places of education, there are sections for notable people. The names appear in blue because there are existing English Wikipedia articles. A name added in double brackets [[ ]] without such article would appear red; a name added without brackets would appear black. Wikipedia policy is only existing-article people allowed. What constitutes "Resident" is debatable. Is that where a person grew up before becoming famous (allowed), lived for a significant part of their life while famous (allowed), or lived in briefly (questionable).
