how to update a page that is incomplete and factually incorrect

The page for ITWeb - a South African IT publisher is incomplete and has factual errors. I tried several times to publish an update. Admittedly my first attempt lacked citations and contained unnecessary details, but I have pared it down and left only the facts in my subsequent edits. However, my edits have not been approved.

There is a note that this page was proposed for deletion. Is it possible to do that and start from scratch with the correct info?
