For this he would need a strong publication record with many citations, which he does not appear to have, and/or major recognition from international scientific organizations of his contributions. Perhaps you can trim some of the CV details, which are not so informative, and find some independent awards and other recognitions of his notability in the community. Then resubmit, at present it would be premature to have this article as it is.
