Suggest you have a look at WP:DCM. You need to find out who holds the copyright (often the photographer, but he may have sold the copyright to someone else - a web site owner, book publisher, etc.). Then whoever is the copyright holder has to send in the form at WP:CONSENT to the indicated address. Alternatively (for web sites), the web site owner (assuming (s)he holds the copyright) can place one of the following licenses.- CC-BY-SA; CC-BY; PD (not a good one - better to have CC-0 instead) - for example here's one web site I know has a page just to show the pictures and the appropriate CC-BY-SA license logo so they may be used on Wikipedia, if suitable - http://www.robbieglover.com/wp-content.htm - although not all are suitable as they are photos of other copyright objects (newspapers) - copyright law is complicated!
