This uniform and easy-to-understand method of indicating the license status allows potential re-users of the images to know what they are allowed to do with the images.

Regarding far form perfect english, it was I who placed the said userbox on your user page! If you look in the page's history, you will notice that both I ( Dave the Rave (DTR)) and Scott ( User:RockOn72 have edited your user page.
