Rather than recreating a deleted article with different capitalisation, which might be considered disruptive and could end up with you being blocked from editing, presuming that the two versions mentioned above are speedy deleted, I suggest starting the article via Wikipedia:Articles for creation. The topic seems viable and worth having an article about, but you need to get reviewer feedback on your draft article before it is published. Citing reliable sources will be crucial.
