Well spotted! Said editor has also added similar content to a few other articles - e.g. Slane Castle, Odyssey (Belfast), Marlay Park and Vicar Street to name a few. I've removed the Upcoming Events section from Grand Canal Theatre and left a note on the talk page about it. I also left a note on the anonymous editors' talk page. There's some suggestions on how to deal with spamming at WP:SPAM##Warning_spammers - I left a {{ subst:welcomespam}} on the anonymous editors' page - playing it by ear depending on the response is probably the best action.
WP:CVU has some advice about dealing with vandalism. It also has some information about tools that may be of use. Many of these automate processes such as rolling pages back to earlier versions or warning disruptive users.
WP:UAL lists the User Access Levels and what they mean.
The Irish Wikipedians' notice board may be of interest, as may be WP:IMOS, WP:MOS and Wikipedia Signpost.
You're right that I'm not an admin - I have been around for just over four years now, so I know a reasonable amount, though there are still a few things that are a mystery to me.

I've never got the hang of incorporating photos into such articles, and they would really be lifted with illustration. Attached are links providing photographic material. I reverted the edit in question to your edit and left a comment on the editors' talk page. Normally I use WP:TWINKLE to automatically leave messages about articles and edits (though there wasn't one for this situation). If you leave a warning there is a variety of them and there are four levels starting from the most friendly and accomodating (could apply to a new or overenthusiastic editor) to the strictest. The templates are listed at WP:WARN for more detail and usually people apply a level 1 template and apply higher ones if the editor persists apply higher ones. (Usually these apply since the start of the month.) Most level 1 warnings seem to do the trick most of the time and the tone of the different levels seems to be a good guide to manually writing warnings. (Level 1 is friendly, almost apologetic in tone.) Some examples of templates are listed in

I saw your request for assessment, but don't really know enough about the process, but I did do a copy-edit for the first half and will continue later (mainly spelling and grammar). Footnotes are really needed whenever you're citing a book. You're saying material is from this book, which is fair enough, but it doesn't tell the reader what information is from the book, and which of the (I assume) hundreds of pages that information is found on. I have access to the O'Brien Institute through the Civil Defence and will endeavour to get some shots of the lads training for the article as it deserves more attention.
